Who this notice is for
This notice applies to early childhood and afterschool program staff and directors who use the Vermont STARS application portal.
What we collect
When you participate in STARS, we collect information relating to your program and staff including, but not limited to, the following: your program name and license number, staff names and BFIS credential numbers, staff training and qualification records, and program quality documents such as self-studies, Continuous Quality Improvement (CQI) Plans, and any evidence you submit. By submitting information, you acknowledge that you have all necessary authority and consent to do so.
What we don't collect
This system is not designed to collect personal information about children or families. Before uploading any evidence documents, please redact identifying details such as children's names or birthdates.
Why we collect it
Our primary purpose is to administer the STARS quality recognition program; issue STARS level certificates; and calculate Quality and Capacity Incentive Payments (QCIP). Your data may also be used within AHS for purposes related to licensing and promoting quality services for Vermont families.
Who can see your information
The CDD STARS Team and other AHS divisions with a legitimate basis for program level data. Some records may be subject to Vermont's Public Records Act (1 V.S.A. § 315). AHS, within its discretion, may elect to disclose exempt public records where lawfully allowed if appropriate to serve public interest goals. Within AHS’s reasonable discretion, aggregated data may be distributed to any person or entity internal or external to AHS. Aggregated data shared with partners or the public may allow others to draw inferences about individual programs.
